Victoria Grissom has joined RCM as the head of public funds sales, confirmed an official at the firm.
*Andrew Bischel has been promoted to CEO of SKBA Capital Management, replacing Kenneth Kaplan, who was named chairman. Joshua Rothe, director of research with the firm, was named as president, succeeding Bischel in the role. SKBA also named Matthew Zuck as senior vice president and director of corporate development. Zuck will retain his duties as senior portfolio manager and analyst.
* Principal Global Investors has hired George Jamgochian as head of U.S. institutional sales. He joins the firm from FRM Research where he was the head of sales, marketing and relationship management.
*Michael McCauley has been named as head of corporate governance with the $164 billion California State Teachers' Retirement System (CalSTRS). McCauley was previously a senior corporate governance officer, director of administration for client services and corporate affairs and a research manager with the Florida State Board of Administration.
* Christopher Tobe and Timothy McDonough have joined New England Pension Consultants (NEPC) as senior consultant and consultant, respectively. Prior to joining NEPC Tobe was director of pensions for AEGON Institutional Markets, and has also held positions with Fund Evaluation Group, the Kentucky State Auditor, and First Chicago NBD. McDonough was most recently a client service analyst with Wellington Management Company's global relationship management team. He has also held positions with Putnam Investments.
* David Blumer, chief executive of Credit Suisse's asset management business, is leaving the firm to join Swiss Re as head of financial markets. Rob Shafir, Credit Suisse's chief executive of its Americas business will take over Blumer's role as head of the asset management arm, while retaining his current role.
